Scandal highlighted by DAP

Taib Mahmud, the Chief Minister of Sarawak, has failed to account for a staggering RM 4.8 billion of government expenditure over the past 3 years alone, according to explosive figures released by the opposition DAP party. This represents more than half the Development Budget, which in turn represents nearly three quarters of the total expenditure for the State!

Put another way, in 2009 RM 1.825 billion of the State’s total expenditure was allocated to persons unknown, compared to the government’s estimated revenue for that year of RM 3.726 billion. That is about half of all your cash!

The secret projects soaking up Sarawak’s cash

The DAP, who recently triumphed over BN at the Sibu by-election, have produced a closely argued Alternative Budget for 2010, in which they demand a return to proper accounting methods, so that taxpayers can know exactly how their money has been spent. This is their right and it is also Malaysian law, in line with the rest of the civilised world.

The DAP figures show that Taib has not only reserved 80% of the State’s entire Development Budget to the three Ministries controlled directly by himself, but that shockingly most of that money has been spent on secret projects about which he has provided zero information.

Under the circumstances the people of Sarawak are entitled to assume that the money has been stolen. As the DAP points out:

“This [state of affairs] defies the basic principle of political accountability in a democratic system and is susceptible to great abuses”.

So let us all guess what those abuses might be and where the money might have gone. Some on more Rolls Royces for the Chief Minister? Some on more foreign properties for his family? Some on bailing out projects by Taib-owned companies?

The Chief Minister appears to think he can get away with not telling people where he has decided to spend this money, but we can be comfortably certain that none of these secret projects involve benefitting any of the impoverished people whose lands he has taken for palm plantations now owned by his family and friends.

The “Government Contribution Towards Approved Agencies Trust Fund”

So what is going on and how has all this money disappeared?

The DAP budget documents provides a detailed analysis. Firstly, it outlines the extraordinary level of personal control that Taib has assumed over Sarawak’s expenditure. The septuagenarian personally manages the three main spending departments in the State. This means that almost every spending decision has to go through him and that no other Minister can do anything without getting his permission.

In particular his three ministries (the Finance Ministry, Planning and Resources Ministry and Chief Ministry) together control 80% of the Development Budget, which alone accounts for around three quarters of all money spent, although it is argued many of the projects would more sensibly belong under different departments.

Secondly, the document explains the secretive system that the Chief Minister has developed for allocating more half this huge sum of money. Over the past several years he has employed a highly mysterious expenditure category termed the ‘Government Contribution towards Approved Agencies Trust Fund’ into which this money is channelled. There is no specification as to who these ‘Approved Agencies’ are or which Trust Fund is being referred to and the Government has consistently refused requests for information on the subject! It could be going to his aunty, or his sister, or cousins, or kids, or secret mistress…… how is anyone supposed to know and what right has he to keep it secret?

Thus, in 2009 RM 1.825 billion (59.3% of the total RM 2.430 billion) is unaccounted for in the Development Budget, according to the DAP calculations. In 2008 it was RM1.719 billion (60% of the total RM2.865 billion) and in 2007 it was RM1.257 billionn (54.8% of the total RM2.294 billion). The DAP raise the valid question as to what is the point of carefully auditing 40% of the budget if the remaining 60% is kept secret?

The truth must be told

We can only assume that the ‘Approved Agencies’ must be outfits the Chief Minister would rather we did not know about. Certainly, if these ‘Approved Agencies’ were doing any good to the people he is supposed to serve, then he would be broadcasting the fact next to a picture of himself in every page of the Borneo Post!

However, he is not and therefore we can safely conclude that they are just doing good for the Taib family and their business cronies, like so many of his other projects.

Pemantauan Pilihanraya Kecil Bagan Pinang-Kredibiliti Dua Agensi Kerajaan SPR dan SPRM(MACC) Dipertikaikan

Walaupun menurut Seksyen 19(1) (a) dan (b) Akta Kesalahan Pilihan Raya 1954, calon-calon yang bertanding dalam pilihan raya umum hendaklah berbelanja tidak melebihi had yang ditetapkan iaitu untuk calon Parlimen RM200,000 dan calon DUN RM100,000, tetapi setakat ini sejauh manakah SPR atau MACC memantau mana-mana calon pilihanraya agar mematuhinya.
Semenjak PU12-2008 sebanyak 9 pilihanraya kecil (PK) telah diadakan. Setiap kali ianya diadakan BN akan membelanjakan berjuta-juta ringgit di dalam bentuk perlaksanaan projek oleh BN demi untuk merasuah para pengundi. Daripada sembilan PK ini, BN telah berjaya memenangi 2 daripadanya. Dan dikedua-dua tempat di Batang Ai dan Bagan Pinang, BN telah merahsuah pengundi dan berjaya di dalam kedua-dua kawasan berkenaan. Di lubok Antu BN telah menabur projek pembangunan bernilai beratus juta ringgit di samping wang poket berjumlah ratusan ringgit untuk setiap pengundi. Di Bagan Pinang seperti yang dilaporkan oleh Sarawak Headhunter ,BN bukan hanya menggunakan wang saku serta projek pembangunan untuk membeli undi tetapi makanan kering juga turut telah digunakan.
Di sebalik bukti-bukti yang dilaporkan oleh bloggers, apakah tindakan kedua-dua ajensi kerajaan berkenaan? Sememangnya rakyat Malaysia serta dunia sedia maklum, bahawa hasrat kerajaan Najib untuk menghapuskan rasuah hanya rethoric semata-mata (tidak menghairankan kerana Najib sendiri merupakan pemimpin yang korup begitu jua kebanyakan pemimpin-pemimpin di dalam UMNO yang lain (malahan Tan Sri Isa sendiri yang baru memenangi PK Bagan Pinang merupan seorang pemimpin yang korup).
Cuba perhatikan sekiranya perkara yang sama berlaku kepada PAKATAN. Sedangkan saudara Teoh Beng Hock, hanya kerana mahu mengaitkannya dengan tuduhan rasuah bernilai kurang daripada RM 200, dia telah disiasat dengan tidak berperikemanusiaan serta menemui ajal.
Saya merasa tertarik dengan laporan yang dibuat oleh National Institute for Electoral Integrity (NIEI) dan disiarkan di dalam Merdeka Review bertarikh 12 Okt 2009. NIEI melaporkan seperti berikut :

National Institute for Electoral Integrity (NIEI) telah memantau perjalanan pilihanraya kecil (PRK) bagi kerusi DUN Bagan Pinang (N 31) bermula dari hari penamaan calon pada 3 Oktober sehinggalah berakhirnya proses pengundian pada 11 Oktober 2009.
Di dalam pemantauan pilihanraya, terdapat dua kaedah yakni stationary monitoring (pemantau ditugaskan untuk tunggu di setiap tempat mengundi) dan mobile monitoring (pemantau bergerak).
NIEI menggunakan kaedah mobile monitoring di mana pemantau-pemantau NIEI bergerak untuk memantau perjalanan pilihanraya di dalam kawasan N 31 bermula dari proses penamaan calon, tempoh berkempen dan hari mengundi.
Di dalam pemantauan NIEI di kerusi N 31, terdapat beberapa perkara yang telah mencemarkan PRK yang seharusnya telus, bebas dan adil. Di antaranya ialah:

1.Ketidaktelusan pengundian pos


Terdapat dakwaan bahawa senarai pengundi pos tentera yang diwartakan dan diberikan kepada calon-calon yang bertanding berbeza dari senarai pengundi pos tentera yang dipaparkan pada hari mengundi pos 8 dan 9 Oktober 2009.
Selain daripada itu, terdapat juga dakwaan bahawa terdapat pengundi-pengundi pos yang didaftarkan lebih dari satu kem serta pesara-pesara tentera masih lagi terdapat dalam daftar pengundi pos.Yang lebih menyedihkan lagi, SPR langsung tidak mengendahkan syak wasangka ini dan tidak membersihkan nama mereka dan maruah sebagai badan penggendali pilihanraya tidak dipertahankan.Oleh yang demikian, bagi memastikan proses pengundian pos tidak lagi dipertikaikan pada masa akan datang, NIEI mencadangkan agar kaedah dan prosedur pengundian pos hendaklah dikaji semula dan diubah supaya ianya telus dan diyakini oleh rakyat.
Dari pengalaman pemerhatian NIEI di luar negara, Thailand dan Filipina yang mengalami konflik ganas, pengundian secara normal digunakan bagi anggota tentera mereka. Pusat pengundian yang dikendali sepenuhnya oleh SPR - serta hak-hak yang sama bagi agen parti, pemantau tempatan dan pemerhati antrabangsa - dibuka di dalam kem-kem tentera.
Jika terdapat undi pos tentera, ianya akan dikendalikan sepenuhnya oleh SPR negara tersebut. Tidak timbul langsung kontraversi senarai nama pengundi anggota tentera di sana.

2. Rasuah politik, penyalahgunaan jentera kerajaan dan politik janji


Rasuah politik, penyalahgunaan jentera kerajaan dan politik janji masih lagi berleluasa dalam PRK N 31 Bagan Pinang. Pemberiaan projek-projek kerajaan kepada penduduk Bagan Pinang semasa tempoh berkempen dilakukan secara berleluasa. Banyak kementerian-kementerian seperti Kementerian Penerangan, Kementerian Pertanian dan Asas Tani, Kementerian Pendidikan serta Kementerian Perdagangan Dalam Negeri dan Hal Ehwal Pengguna digunakan untuk memberikan "rasuah politik" kepada pengundi Bagan Pinang secara terbuka.
Selain daripada itu, penyalahgunaan jentera kerajaan turut dilakukan secara berleluasa. Kedua-dua pihak yang bertanding dilihat menyalahgunakan harta rakyat terutama kenderaan milik kerajaan Persekutuan, Negeri dan Tempatan. Manakala UMNO-BN memonopoli dewan orang ramai, sekolah, KEMAS dan JKKK sebagai markas parti.
Amalan ini adalah satu kesalahan besar kerana seharusnya harta milik kementerian, kerajaan negeri dan pihak berkuasa tempatan tidak boleh digunakan bagi parti-parti politik yang bertanding semasa berkempen dalam pilihanraya.
Untuk memastikan pilihanraya akan datang adil kepada semua pihak yang bertanding, NIEI mencadangkan agar politik wang, janji peruntukan projek, projek kilat, salahguna jentera negara dan salahguna kemudahan awam hendaklah dihapuskan.
Di negara-negara jiran, terutamanya Thailand, Nepal dan Taiwan amalan ini diharamkan. Kesalahan bersabit dengannya akan diambil tindakan keras, iaitu SPR-nya akan membatalkan calon bersalah daripada bertanding, atau dibatalkan kemenangan mereka.
Untuk menghapuskan amalan ini, undang-undang anti rasuah politik dan penyalahgunaan harta awam hendaklah digubal seperti yang dilaksanakan di Thailand dan Taiwan.

3. Perayu undi, tukang sorak dan pengangkutan yang disediakan oleh parti politik pada hari mengundi


Amalan merayu undi dan tukang sorak telah menyebabkan ketegangan berlaku pada hari mengundi. Apabila perayu-perayu undi dari kedua-dua parti politik bersaing untuk merayu undi berhampiran dengan tempat pembuangan undi, ianya menggangu pengundi-pengundi untuk melaksanakan tanggungjawab mereka.
Selain daripada itu kemudahan pengangkutan yang disediakan oleh parti politik untuk mengangkut pengundi turut menyesakkan keadaan di hadapan tempat pembuangan undi yang biasanya dilaksanakan di sekolah.
Bagi memastikan pengundi-pengundi dapat berfikir dengan tenang sebelum masuk ke tempat pembuangan undi, NIEI menyarankan agar amalan merayu undi, tukang sorak dan penyediaan kemudahan pengangkutan untuk mengangkut pengundi dihapuskan.
Sebagai ganti, tempoh berkempen bolehlah diperpanjang seperti dua minggu bagi pilihanraya kecil dan sebulan bagi pilihanraya umum. Parti-parti politik bukan kerajaan yang sering tidak mendapat tempat di media arus perdana aktif berkempen pada hari mengundi oleh kerana tidak mendapat liputan yang adil oleh media arus perdana dan tempoh berkempen yang singkat, jika tempoh berkempen diperpanjangkan, semua pihak akan mendapat masa yang cukup untuk berkempen.
Selain daripada itu, SPR bolehlah menyediakan kenderaan untuk mengangkut pengundi seperti van, kereta dan motosikal sebagai alternatif kepada kenderaan-kenderaan yang disediakan oleh parti politik.

4. Perbelanjaan berkempen


Dalam PRK Bagan Pinang, dapat disimpulkan bahawa perbelanjaan yang digunakan untuk berkempen bagi calon BN, Isa Samad telahpun melebihi had yang ditetapkan iaitu RM 100,000 bagi calon DUN.
Menurut Seksyen 19(1) (a) dan (b) Akta Kesalahan Pilihan Raya 1954, calon-calon yang bertanding dalam pilihan raya umum hendaklah berbelanja tidak melebihi had yang ditetapkan iaitu untuk calon Parlimen RM200,000 dan calon DUN RM100,000.
Akta ini harus digubal semula dan harus menyatakan bahawa ianya termasuklah kepada parti politik yang menyokong sesuatu calon tersebut. Kerjasama dengan Suruhanjaya Pencegahan Rasuah Malaysia (MACC) bolehlah dilakukan untuk memperketatkan lagi pemantauan perbelanjaan kempen.

NIEI berharap agar isu-isu yang dibangkitan akan diambil perhatian serius oleh SPR agar perjalanan pilihanraya di Malaysia dapat menjadi lebih baik pada masa akan datang. Semua parti politik yang bertanding diseru agar bekerjasama bagi memastikan proses perjalanan pilihanraya di Malaysia menjadi lebih adil, telus dan saksama. Pilihanraya yang berkredibiliti akan meyakinkan lagi rakyat dengan amalan demokrasi di Malaysia.

Taib Mahmud Supports the Coward MPs That Do Not Speak-up in Parliament

Taib Mahmud, the Chief Minister Of Sarawak, Anti-Iban Politician, the most corrupted state head, the richest politician, member of the most successful Melanau family, the richest person originate from Mukah, and of course the longest serving Chief Minister said that he prefers Sarawak BN MPs to maintain their current approaches that is less talk in parliament, because he said, Action Speaks Louder than Words. If the constituencies that the Sarawakian BN Mps representing are very well developed, and the problem of the voters are handled properly, I am totally and 100% agree with Tok Uban. But with the development that Sarawak has achieved so far, the "Action Speaks Louder than Words" does not apply to Sarawak BN MPs. How can we are happy with our MPs who are just keeping quiet in Parliament knowingly that our developments are far behind from all the states in Peninsular? Pehin Seri Taib Mahmud sir. Please EXPLAIN AND ANSWER these Questions and statistics: (1) How many longhouses and kampongs are there in Sarawak that are still without electricity, clean water and the access road (federal or rural roads) ? (2) How many small towns are there in Sarawak without any government clinic ? Please check with YB Snowdan (N25) and YB Masir Kujat (P202) about Sg. Tenggang and Lachau ? (3) Do we have enough Primary and Secondary School especially in the Iban majority areas? Please also check with those two YBs. Sorry I've to quote them as an example because both of them representing one of the undeveloped constituency in Malaysia and secondly their constituencies are near to my heart. (4) Are you aware that 85% of Iban in the longhouses are living under the poverty line? Check my past posting on this subject here (5) Are you aware that Iban are the biggest number in term of school dropped-out or unable to continue their studies in the higher learning institutions due to financial problem compare with the other races in Malaysia? (6) Are you aware that most of the native especially Iban cannot mortgage their lands for business, education, housing loan purposes because their NCR lands have no title? Aren't you and your uncle Tun Rahman are responsible for the "No NCR Land Title Policy" approach since the 80s? I wrote a posting about the condition of one of the Iban longhouse in N25 which is under YB Snowdan, their plight about their housing loan which has not been approved until now possibly because their NCR lands have no title for mortgage. Please check the posting here The above points are not exhausted. How could you agreed with our cowards MPs by keeping quiet in Parliament when you know very well about the problem that we, the Sarawakian are facing? By keeping quiet the ministers responsible will be thinking that we have no problems and our developments in Sarawak are in the same pace with them in Peninsular. Or you have your own motives why you prefer them to keep quiet….possibly so that they maintain their YES MAN approach toward you? I would like to quote what you have said to the reporter when justified on the “Silent Approach” taken by Sarawakian BN MPs in Parliament :- “It’s not the same as anywhere else. You just imagine, Billy Abit Joo (Hulu Rajang MP) covers an area which is bigger than Pahang and has to use either the Bakun road or the Rajang River while crossing the Pelagus Rapids (to reach his constituents),” Please do not use the size of the constituencies that they represent as an excuse. We have been hearing such excuse for more than 46 years (since we were ruled by BN and with Malaysia). Because our constituency is bigger than the size of constituencies in Peninsular Malaysia, relevantly our MPs should ask for bigger allocation from the Federal Government. But if they are just keeping quiet in Parliament, as what had been said by our own MP who is also the Deputy Speaker of Dewan Rakyat, how can we convince the Federal Government to allocate bigger budget for us.

And if the Sarawakian BN MPs are satisfied with our current conditions, I have a strong message to them.. DO NOT SEEK RE-ELECTED in the coming general election. Lets the candidates that are more willing to speak-out become our representatives in the parliament. We have been suffering without developments for more than 46 years. We just don’t want and cannot wait for another 46 years of suffering under BARISAN NASIONAL ! For all Sarawakian, please see these photos properly, these are our coward MPs. Not all MPs are not performing. Based on my own observation, out of the 31 MPs from Sarawak that we voted to represent us in Parliament, these 4 MPs are always seen and heard loud in the parliament. They are the MPs that we Sarawakian should vote for in the next GE which is due in 2012 or 2013.

YB Chong Chieng Jen to Face Committee Of Previleges - DAP Under Attack By SUPP

Kuching, Sarawak, 18 May 2009. Will there be an another Abuse of Power and Misuse of a DUN Process by SUPP in order to Shun Minority Opposition Assemblymen in Defending the Chinese Communities and the Rakyat from Corrupted and Liar BN Assemblymen? When delivering his winding-up speech, the Environment and Public Health Minister, Dato Seri Wong Soon Koh threatening the Kota Sentosa Assemblyman YB Chong Chieng Jen to retract his statement concerning the flood mitigation issue and an alleged suicide of a *Gambier Street Hawker ( Late last year all the Gambier Street hawkers were forced to move their business to Stutong New Market in order to give way for the development of the Old Gambier Street area ) or face being referred to DUN Privileges Committee and susequently suspend from DUN. Last week another Democratic Action Party (DAP) Assemblyman, YB Wong Ho Leng was suspended for 12 Months for uttering the word “camouflage” against the same Minister during a DUN (Dewan Undangan Negeri or State Assembly) Sitting in November 2008. Since winning the 6 Chinese majority Constituencies from SUPP in 2008 election, all the DAP Assemblymen have been very vocal against Sarawak United People Party (SUPP) . SUPP had been accused as "Mr YESMAN" or just follow the instruction of Tok Uban and failed to protect the interest of the Chinese communities especially in the urban areas. Presently DAP is represented by 6 Assemblymen in Sarawak DUN, namely:

I am not surprise that SUPP will abuse and misuse the same DUN Process to get rid of all the remaining DAP YBs from DUN. The public especially DAP supporters in Sarawak should stop SUPP from misuse and abuse the DUN Process to deny them the services of their elect representatives. I URGE ALL DAP SUPPORTERS OUT THERE TO MAKE A POLICE REPORT just like what the BN supporters did against V.SIVAKUMAR IN PERAK.

Misused Of DUN Process and Abused Of Power Involve In Wong Ho Leng Suspension For 12 Months From DUN

Wong Ho Leng, a Democratic Action Party (DAP) Assemblyman for Bukit Assek was suspended from the State Legislative Assembly (DUN) of Sarawak for 12 months starting from yesterday, 13th May 2009 until May next year.

The motion was tabled by the most controversial, stupid and coward Iban leader a.k.a Disgraced PRS President (Dr.James) Jemut Masing and seconded by Roland Sagah (Make a guess why the motion was not tabled and seconded by the Chinese BN MPs ? Why only the stupid dayak/Iban leaders were willing to do it?).

The motion was tabled against YB Ho Leng for the word "camouflage" that he uttered against Dr. Wong Soon Koh when debating and seeking clarification from the later on 23 November 2008. The motion was supported by all the 60 BN assemblymen.

With this suspension orders, YB Ho Leng will be absent from DUN for 12 months until May next year and therefore will not be able to discharge the duties entrusted to him by majority of the voters in Bukit Assek.

Ho Leng is one of the best people leaders that Sarawak can produce so far. Supposing if the Iban/Dayak have the leader with the same caliber as YB Hong Leng, we will not be suffering just like what we are now.

YB Ho Leng was charged under Section 14(1) of the Dewan Undangan Negeri (Privileges and Powers) Ordinance for uttering a “camouflage” remarks against the senior minister.

Yesterday, 13th may 2009, marked another black history of Malaysian politic. Barisan Nasional blatantly misused the DUN process and abused their majority power in suspending YB Wong Ho Leng. I don’t mind if the same process and abuse of power being used against the non-productive leaders such as Jemut Masing, Mong Dagang, Snowdan Lawan, and the rest of the useless Iban MPS, but to use it against the effective and good YB like YB Ho Leng is a waste . Uttering the words “camouflage” should not be punished with 12 months suspensions[ in the army, the word "camouflage" is used regularly especially in the Defense Orders]. Such punishment look too harsh and the rakyat will look at it, as the speaker abused his power. As for BukitTunggal, we look at it as another “May the 13”  incident.

For YB Wong, KEEP UP THE SPIRIT…they misused DUN Process…bring the matter to the next level and fight them in court. Let the court decides and teach BN MP the lesson.

As for Iban/Dayak MP, stop acting like a coward and stupid politicians. Stand Up and fight for the people that had chosen you. Remember tok Uban did not vote for you, the rakyat did !
