Mengadu DiCabul Tapi Akhirnya Dituduh Menghalang Tugas Polis

Kuching
Wednesday, 2nd November 2011

Political affray in Malaysia: Taken to the cleaners

Kuching
Wednesday, 20th July 2011

An overzealous government response to an opposition rally.

This article was first published in Economist on 14th July 2011. According to Pakatan Rakyat MP, KDN had tried to sensor the article by blacken all the points that shows police brutality. For the benefits of the readers to Bukittunggal.com, here today I republished the full article by the Economists.
As lesson learn to Malaysian Police, today is not like 20 years ago where police brutality will be captured and disseminate to all people all over the world. So to the police and the government..BEWARE every step you take...we will be watching You...The Police

MALAYSIA is one of South-East Asia’s stabler nations; but a rally in Kuala Lumpur on July 9th in demand of electoral reform turned surprisingly nasty, leading to the arrest of more than 1,600 people. The police fired tear gas and water cannon into the crowd, and one man died of a heart attack. All those arrested were released fairly quickly, but Amnesty International, a London-based human-rights group, called it “the worst campaign of repression in the country for years”. The government’s reaction showed a lot of nervousness about how much opposition it can tolerate.
In fact the crackdown started a few weeks ago after “Bersih 2.0” announced that it was going to stage the rally. Bersih, also known as The Coalition for Clean and Fair Elections, is a loose alliance of NGOs and activists (bersih means “clean”). It argues that all candidates should be given access to the mainstream media and that indelible ink should be used to stop people voting more than once. It all sounds uncontroversial, but not to the government. Bersih was declared illegal on July 1st and about 200 activists were rounded up. The march itself was then banned, although the authorities offered Bersih a stadium to meet in—and then withdrew the offer.Perhaps the government was looking back nervously to the first Bersih march, in 2007. On that occasion, too, thousands protested against the Barisan Nasional (BN) coalition government and demanded reform. Subsequently, in the 2008 general election, the BN lost its largest share of votes since 1957 when it started ruling the country after the British left. The current prime minister, Najib Razak, deputy prime minister in 2007 before taking over the top job in an internal party coup, must have feared that the second Bersih rally might be a similar portent. He has to hold an election before 2013, but wants to do so earlier to win his own mandate. Opposition politicians were quick to join Bersih. The pre-eminent leader of the opposition, Anwar Ibrahim, was shoved to the ground and injured in the affray.Mr Najib defended the police and accused the marchers of sowing chaos. Dismissing the motives of Bersih, he cast it as a desperate attempt by Mr Anwar to grab power. The immediate upshot is that Mr Najib may choose to delay calling for an election for some time, to let things settle down. He presumably hopes that if he waits long enough, people will have forgotten about this ugly incident. But the longer-term effects are hard to judge. It might also help to unite a fractious opposition against what they portray as an assault on democracy.

The beginning for Malaysian Politic: In 2007 BERSIH Rally Had denied BN of 2/3 Majority. The BERSIH 2.0 Rally Will Wipe Out BN Majority.
None of this bodes well for Malaysia. The heavy-handed police tactics have provoked a lot of anger; the government has conceded an official investigation into claims of police brutality. In one instance (caught on film), police seemed to fire tear gas and water cannon into a hospital where protesters were sheltering from a baton charge. Few old laws were left untouched in the attempt to round up suspects before the march. It was reported that 30 people arrested in Penang were investigated under Section 122 of the Penal Code for the charge of waging war against the king. Dragging in the constitutional monarch, Tuanku Mizan Zainal Abidin, seemed particularly desperate, reminiscent of the abuse of the monarchy’s position in neighbouring Thailand. On the eve of the rally, the king came out with a statement reminding everyone that “street demonstrations bring more bad than good, although the original intention is good.”

Khalid Samad: Thanking Najib For Police brutality against peaceful rally

Kuching
Sunday, 17th July 2011

Khalid Thanking Najib for allowing the Police to use "mild" force against BERSIH 2.0 rally.

"Malaysians participated in BERSIH 2.0 rally recently should thanking and love Najib for did not ask the police to kill them" said the Shah Alam MP, Khalid Abdul Samad.

Cynically the Shah Alam MP Khalid , Khalid Abdul Samad wanted all Malaysians especially the victims of police brutality during the BERSIH 2.0 rally on 9 July 2011 to thanks the PM Datuk Seri Najib Razak.

Please see full report quoted in Harakahdaily below.

"Itulah minda autokrat perdana menteri kita.

US Condemns Malaysia for Police Brutality During BERSIH 2.0 Rally

Kuching
Thursday,14th Jul 2011

Concern alone is not enough as it will not stop police brutality. US should take more drastic action just like what they are doing in Libyan against Libyan Dictator. In Malaysia..BN is the Dictator!

We... continue to stand for the right for people to freely express their democratic aspirations, says State Department spokesperson Mark Toner.

The United States yesterday voiced concern about Malaysia's weekend crackdown on an opposition-backed rally and said it would keep an eye on developments.Riot police fired tear gas and water cannon to end last Saturday's electoral reform rally and arrested more than 1,600 people. One man died during the rally. His family said he collapsed after fleeing tear gas, while police said he was a bystander who died of a heart attack.“We do have some concerns,” State Department spokesperson Mark Toner told reporters. “We... continue to stand for the right for people to freely express their democratic aspirations and express their views freely.“I would stress that those must be peaceful demonstrations,” Toner said. “We continue to monitor the situation closely.”Malaysia has promised to investigate allegations of police brutality. Prime Minister Najib Abdul Razak has defended the police, saying the rally was a ploy to tarnish the country's image.International human rights groups strongly criticised the crackdown and urged the United States and other countries to put pressure on Malaysia to ensure accountability.“The Malaysian government should launch a prompt, impartial, and transparent investigation into the use of excessive force and unwarranted arrests by the security forces,” New York-based Human Rights Watch said in a statement.Malaysia has been looking to build closer relations with the United States amid an effort by President Barack Obama's administration to reach out to South-East Asia.Malaysia and the United States have long been major trading partners but political relations have been uneasy, particularly during the 22-year-rule of Mahathir Mohamad - an outspoken critic of US foreign policy. The United States has also been concerned about the treatment of opposition leader Anwar Ibrahim who spent six years in jail and is again on trial on allegations of sodomy, which is illegal in the Muslim-majority nation. Anwar says that the charges are politically motivated.Obama invited Najib to Washington in April 2010 for a major summit on nuclear security and met him on the sidelines. Secretary of State Hillary Clinton visited Malaysia in November.

Please see the photos below and make your own judgement whether police  justified to use water canon, tear gas and any other arsenal weapon against their own citizen who were on a peaceful rally?

Beaten and robbed by cops over expired road tax

Kuching
Monday, 27th December 2010

The government MUST put to the Police Brutality. The are supposed to PROTECT and not to HARM the People.

For being frank with the police, 34-year-old Chia Buang Hing was detained for five days and beaten up until he vomited blood.

The businessman, who is frame-maker, narrated the "horrific" incident today, saying that the police bashed him up, threatened and robbed him of RM13,000 in cash he was carrying - all for the expired road tax of his wife's car that he was driving.

Chia's (left) nightmare began about 11pm on Dec 18, as he was driving from his house in Tropicana to Kota Damansara, where traffic police had set up roadblocks.

Having spotted the expired road tax, one of the police officers asked for his driver's licence and identification card.

It was then, he said, that the officer spotted stacks of RM50 notes, totalling RM7,000, sticking out of his pocket and demanded that he hand them over.

Chia said he refused and insisted he be issued with a summons but as the officer kept asking for the money, Chia warned that he would lodge a report. Then the assaults began.

"I tried to take his picture with my mobile phone, but I was repeatedly punched by him and two other officers.

"One of them then handcuffed me and I screamed for help (but) I was shoved inside a police car and beaten again," he said, adding that there were several witnesses to this, including a security guard and a friend of his who was in another car.

Chia said he was carrying a total of RM18,000 that he had collected from his three frame-making shops that night, with RM10,000 in his pockets and RM8,000 in the car.

'My money was thrown into the toilet'

The father of two said he was then taken to the police station in Kota Damansara and again assaulted.

"I was outside a toilet at the station and seven officers kicked and stepped on me until I vomited blood and sustained injuries on my face.

"Then, one police officer took the RM7,000 from my front pocket and RM3,000 from my back pocket and they threw it on the floor."

"He (the officer) became angry when I demanded the money be returned and he threw the remainder he was holding into the toilet and hit me again."

Chia said the police then ordered him to write a report that his sustained the injuries in a traffic accident and when he refused, they threatened to plant a blood-stained machete and drugs in his car and get him locked up for a long time.

At about 3am the following morning, he said, he was threatened by an officer that drugs would be injected into his bloodstream. He was later assaulted again, by as many as five officers, at the police station and at another place he could not identify.

One thing he managed to do, Chia said, was to leave his bloodied fingerprints in many parts of the police station that he had been dragged to.

"Only when they saw that I was barely surviving - as I had vomited blood and white foams were trickling out of my mouth - they took me to the hospital. By the time we got there, it was already 7 in the morning.

Magistrate ignored his complaints

Chia was taken to the Sungai Buloh Hospital and after that to the Petaling Jaya magistrate's court, about 10am, for a remand order against him.

He said he informed the magistrate of his ordeal but he was ignored. The magistrate ordered Chia to be remanded by police until Dec 22 on suspicion of possession of drugs and weapons.

During that period, he said, he was taken to a officer at narcotics department in the Petaling Jaya district police headquarters.

"He told me there was no case against me and called up the men who had abused me. He advised me to lodge a report and allowed me to contact my family," Chia added.

He said that he was then released on police bail and RM5,000 was returned to him.

Segambut DAP MP Lim Lip Eng (left) assisted Chia in lodging his report at the Mutiara Damansara police station yesterday.

Lim said the investigating officer accompanied them to the Kota Damansara police station where most of the Chia's bloodstains been removed, but there were some under a table, behind a mirror and under a cupboard, which were photographed by police.

'Nobody is above the law'

It was later informed that the Selangor police contingent headquarters has officially taken ver the matter.

A task force has been set up to investigate the complaint in detail. There will be no cover-up in the investigation, police said in a text message.

"Nobody is above the law. If there is evidence, the persons responsible will be charged in court," added the contingent's officer in-charge of criminal investigations, Mohd Adnan Abdullah.

Another Police Brutality : Hope It Happens to Malaysia No 1 Family Members One Day

Kuching
Thursday, 25th Nov 2010

With this latest police shooting spree, Malaysian is confirmed as no longer safe country for night goers!

Malaysian Government Will Only Take Action Against The Lawless Policemen If  This Happen to their family members!
The family of noodle seller Ho Chei Hang is crying out for justice as he lies in hospital with wounds in his back that were caused by police bullets.

Police plan to charge him for drug possession and attempted murder, but the family swears that he is an upright citizen.

“It’s the police who should be charged for attempted murder,” said his lawyer, Keppy Wong, at a press conference this morning.

Ho, 32, was shot in the back four times while he was driving his car in a residential area in Kepong at dusk last Tuesday.

Police said two plainclothes officers opened fire because Ho tried to attack them by ramming his car into them. They said they suspected that he was carrying illegal drugs.

According to Wong, Ho was in the area to chat with a friend about car accessories. He was driving home when the two officers starting chasing him on foot and shouting at him. Not knowing that they were policemen, he drove off. The two opened fire several times.

"After he was shot, he lost control of the vehicle and crashed into the brick wall of a house, not because he was trying to ram into the police,” said Wong. “The car door opened and he fell into a monsoon drain."

Wong said police told him they found 45 sleeping pills and no weapons in the car.

"The sleeping pills were for his mother, who has difficulty sleeping,” he added. “Those are not illegal."

He said the policemen neither identified themselves nor fired a warning shot.

"Furthermore, why didn't they shoot at the tires? Why should they open fire so many times until he was shot four times?"

'He's a good man'

Wong described Ho’s survival as a miracle. An ambulance took one hour to arrive at the scene, he said.

Doctors at the Kuala Lumpur Hospital have extracted three bullets from Ho’s back. They said they were waiting until he got stronger before removing another slug, which is lodged in a shoulder.

"He was handcuffed to the bed even though he could barely speak and move,” Wong said. “That's violating his human rights."

The family has lodged a police report about the shooting and plans to complain to Suhakam.

"My husband is innocent,” said Ho's wife, Tan Chsiew Yong, a 29-year-old medical student. “Why did they have to shoot him?

"I was told they shot more than four times. They shot wildly. It was a public place. What if they had hit someone else? There's even a kindergarten there."

Tan wept as she spoke.

"My husband has no prior records, he is a good man. The only vice he has is smoking. We go out for supper sometimes, just the two of us. He doesn't have any other outside activities. When he has time, he makes fishballs at home.

"When I saw him, I thought he was going to die. He had all these pipes all over his body.

“We just want some justice.”

Ketamine in the car

Sentul district police chief ACP Zakaria Pagan said police had received information about two cars driven by suspicious individuals in the area and had tried to stop the two men for checks.

"However, police were forced to react when one of the cars tried to ram into the officers," he said, adding that the other car, a white Nissan Fairlady, drove off.

"We cannot take things for granted when we believe it is a drug related offence as the suspects may have a weapon."

He said police was treating the case as attempted murder and drug possession.

They found the drug Ketamine in the car, he added.

PDRM : Are they the Peacekeeper or Citizen murderer?

Kuching
Saturday, 20th Nov 2010

The latest incident of the the shooting of "the suspect criminal" by the police is not the first incident involving the Malaysian Police.
On the morning of 26 April 2010, a 14-year-old Aminulrasyid Amzah, after a short car chased in Section 11 in Shah Alam, was brutally shot by Kpl Jenain Subi, 48 years old.
According to the cop, he allegedly tried to reverse and ram the car he was driving into one of the policemen. But this was denied by his friend who was in the car with him when they were pursued by police insisted there was never a situation where they tried to ram down a policeman.
According to Azamuddin Omar, 15, he and Aminulrasyid were running away from a gang of motorcyclists when they overtook a police car.
"The police started shooting at us but they drove on be cause Aminulrasyid wanted to get home. After a bullet hit Aminul rasyid’s head, the car crashed into a wall", said Azamuddin.

Police Brutality Against Its Citizen

On early morning of 13th November 2010 three youths, Mohd Shamil Hafiz Shapiei, 15, Hairul Nizam Tuah, 20, and Mohd Hanafi Omar, 22, were shot dead by the police after a reported high-speed car chase  in Glenmarie, Shah Alam. They were shot dead by the police  after being suspected of robbing a petrol station.

But the acting Selangor police chief Datuk A. Thaiveegan  defended the actions by his officers’ by describing the three suspected robbers as “seasoned criminals” who were allegedly involved in at least three armed robberies in Selangor last week.
He reiterated that the police shot the suspects in self-defence as they had allegedly rushed to attack the policemen with machetes after a car chase.
However the human rights lawyer Surendran, dismissed such claims as lies.
“This is a lie by the police,” he said.
He further added that based on the families’ observations of the bodies, Shamil, Hairul and Hanafi each sported two gunshot wounds on their heads and chests, that showed that a the shots were fired at close range, which was inconsistent (with police claims) that the shots were fired in self-defence.
The Police Make This Country Not Safe
If we look back at the high profile cases in Malaysia most of its involved the Malaysian police. From Alantuya case to Kugan  until Aminulrashid,  and the latest the shooting of the suspects criminal youths that used the machete. I doubt with the police who claimed  that the three youth were charging at them. By logic , were they brave enough to charge at the police who were equipped with the guns? They were not Kanang anak Langkau nor they were late PW2 Lenggu. They were just a 16 to 20 years old youth who were only equipped with small machete
I am agree with Surendran opinion that most of the victims were kneeling and begging to surrender to the police but the policemen brutally shot them on the forehead and chest at point blank.
Police have no right to prosecute the citizens no matter what crimes that they committed. And they are not above the law, therefore in order to instill people trust toward our police force, the offenders in this case should be charged in court.
For Peace and Freedom Malaysia!

Sarawak Police Force Get their Hands Dirty In Helping the Timber Company Against the Penan

Kuching
Wednesday, 23rd June 2010

The once proud, well-trained Sarawak police force are now mere lackeys of the timber companies, as events yesterday make only too obvious.

The Penan, who have been erecting peaceful jungle blockades in protest at the savage destruction of their hereditory lands, were yesterday confronted in Long Sebayang, Limbang by gun-waving policemen. They were acting on behalf of Lee Ling Timber, the other party to the dispute.

According to the respected Swiss Charity the Bruno Manser Foundation, the unprofessional, threatening and downright illegal episode came in the wake of an attack the previous day by a logging company employee on one of the Penan. The tribesman (and rightful owner of the land, according to Native Customary Rights recently upheld in the Federal Malay Court) had been viciously hit in the face.

However, instead of investigating that crime the police came to show their solidarity with the timber company. Such was their lack of impartiality and lack of professional pride that these officers even allowed themselves to be transported to the area by timber company lorries rather than their own vehicles. After shouting and threatening the Penan the police then stood by as the company officials threatened to come back again soon with ‘more gangsters’ – implying very accurately that these police had been the first gangsters!

The Penan have gained international respect because of their Ghandi-style passive resistance to the logging companies. But their problems reflect what has happened to hundreds of thousands of tribespeople across Sarawak, who have been turfed off their lands by greedy companies backed by Taib Mahmud and his cronies. Ask the Iban, Kayan and Kenya communities if they received any of the rich profits from timber or oil palm. Meanwhile, the Taibs’ foreign tower blocks are what Sarawak now has to show for what was once arguably the most magnificent tropical rainforest paradise in the world.

The Penan have been brutally treated by the invading timber companies. They are threatened by gangsters, their women have been systematically raped and their livelihoods removed. Yet the police have never investigated these appalling crimes, despite a huge volume of evidence from independent and official bodies.

It is possible that the men who turned up claiming to be police at Long Sebayang were in fact just gangsters themselves. If so where are the real police who should be sorting out such behaviour by timber companies?

These gangsters and the authorities too need to be mindful, because the world is moving on. Episodes like yesterday’s would once have remained hidden in dark and distant jungles, but these days such incidents, are reported within hours. Already news of this event is crossing the world and protests are being raised on an international level. How long can the reputation of Malaysia withstand such shocking behaviour in Sarawak?

OOPS...Police Do It Again

KUCHING
Sunday, 8th March 2010

Protect the people or protect thei boss UMNO

After reading an article from Malaysian Insider just now, being the citizen of this independent nation, I was so upset, but I am not surprised as they owed UMNO something. They owed UMNO their "pay raised" which was announced by UMNO boss last month!
The police main role is to serve the people means the servant of the people. They should not sided anyone  irrespective who they are ..be they Najib, Rosmah, Taib Mahmud or even the Pakatan Rakyat (PR) leaders.
But lately especially after the fall of UMNO in the 2008 election, the police start to supress cause fear to the PR leaders. So far their tactic has been very successful. Few PR MP have left the party and align themselves to UMNO.
The latest brutality or supressing by the police against PR leaders occurred tonight when The police moved in tonight to stop a Pakatan Rakyat public rally at the Sultan Sulaiman Club here to mark the second anniversary of the coalition’s landmark victory in Election 2008.
PKR vice-president Azmin Ali was stopped by Federal Reserve Unit riot police while delivering his speech to thousands attending the rally.
As the police approached him, Azmin told the crowd that the club belonged to the Selangor state government and was not “Umno property”.
“I call on the policemen to embrace the Pakatan Rakyat struggle,” he said to applause from the crowd.
“If we are given the mandate to take over Putrajaya, we will protect the interest of the policemen,” he added before police stopped his speech.
The action of this UMNO police could anger the public and cause them lost confidence in the police. Being the servant of the people they should not sided any party. PR should take note of this shortcoming, and to amend the Police Act to avoid police being used by governing party....Bukittunggal
Among those at the rally were PKR deputy president Senator Dr Syed Husin Ali, Penang Chief Minister and DAP secretary-general Lim Guan Eng and PAS vice-president Mahfuz Omar.
The police last night stopped a dinner organised by the DAP in Kepong, just outside the city centre.
The Pakatan Rakyat swept through four more states and captured 82 federal seats in a historic win that denied the ruling Barisan Nasional its customary two-thirds parliamentary majority.
However, Pakatan lost Perak when three lawmakers quit to be independents last year and support Barisan as the state government.
Pakatan lynchpin PKR lost three MPs and sacked another over the past month as the leadership anguished over de facto leader Datuk Seri Anwar Ibrahim’s sodomy charge, the second after he was sacked as deputy prime minister in September 1998.

Roles Of Malaysian Police As BN Agent!

From schooldays  until now our mind has been corrupted by Barisan Nasional propaganda that Malaysia is a an independent and democratic nation. Malaysians are free to do what the constituent permits  us to do, and the political parties are allowed to compete in a fair election.
GE in 2008 was consider the turning point for Malaysian politic. In the election , PAKATAN RAKYAT (PR) denied  BN it 2/3 majority. Not only denying BN it 2/3 majority, PR also managed to wrest BN from power in four states namely, Kedah, Penang, Perak and Selangor , and successfully increased seat majority in Kelantan.
Since losing those four states to PR, BN has been actively using government agencies to take back the  states. The two agencies that actively sebotage the PR especially in those four states are Royal Malaysian Police (PDRM) and the Malaysian Anti Corruption Commission. So far MACC managed to topple Perak . Perak fell to BN in February 2010. After their successful attempt in Perak , they started their operation in Selangor. It was during this time that the controversy started. Teoh Beng Hock, 30, political aide to Selangor state executive councillor Ean Yong Hian Wah, was found dead on July 16 on the fifth floor corridor of Plaza Masalam ,after having given a statement as a witness to the MACC over allegations of misuse of funds by Selangor state executive councillors.
Eventhough being  accused of wrongdoing, the MACC still  harassing PR government in Selangor. On 20th January 2010, the MACC team led by Supt Premraj Victor, went to Yaakob’s office located on the 14th floor of the state secretariat building and confiscated documents related to sand mining activities and overseas trips. Yakob political aide, Hussien Ahmad, 62, was taken to the Putrajaya MACC office for questioning . Yakob is a state Agriculture, Natural Resources and Entrepreneurial Development committee chairman.
Another government agency that has been used by BN to topple Selangor government is PDRM. PDRM siding the BN government is very obvious. In any "ceramah" or function organise by BN, they will help the organiser in controlling the crowd. But in any  function organised by PR, they will create public disturbence and stop the ceramah.
Last November, Tian Chua was stopped in the middle of his speech by OCPD Brickfield. And the the latest incident happened on 20th January 2010 when Dato Seri Anwar was stopped from continuing with his speech by the same OCPD. Surprisingly this officer did not bother to salute DSAI. Being the senior officer, he must give due respect to the member of parliament.
But I am not surprised...they are PM Najib DxGs....they worked for Najib. See the video below by yourself. Make your own judgement whether these officers work for the people or for BN and PM Najib..

Malaysian Police Brutality Record

This morning, as I was reading one of the popular English newspaper in Sarawak, I noticed the picturer of YB Chong the Bandar Kuching MP with a youth whose face was seen with bruises in home section of the said newspaper. As I read further, my blood was boiling with anger. How could the police whose duties were to protecting citizens done such brutality. According to the newspaper report, on Saturday, 12th September 2009, a youth was punched and slapped several times by the policemen stationed at Kuching International Airport (KIA) before he was sent to Siburan Police Station for detention. And the next day, upon his released from Siburan Police station, accompanied by his parents, he went to the police station to make a police report but the police station refused to record his statements. His statement was only taken by the police when he came to the police station but this time he was accompanied by YB Chong Police brutality is normal in Malaysia. Remember about Alantuya murder, a former mistress of Razak Baginda? She was murdered by two members of the Malaysian police special Branch who were the PM’s aide-de-camp. Her body was blown to bits in a secondary forest in the outskirt of Kuala Lumpur in 2006 by the use of C4 explosive. Both of the murderers were sentenced to death penalty. The latest high profile police brutality incident in Malaysia was recorded in January 2008 when a suspect car theft name Kugan was found dead while in police custody. The incident not only enraged the Indian communities but also angered majority of the Malaysian populations.
Kugan's Death ...An example of Police Brutality.
Police brutality is a form of police misconduct in which officers engage in an excessive use of force. The definition of “excessive use of force” is a bit fluid, but it is generally taken to mean force well beyond what would be necessary to cope with a situation. For example, a police officer who beat a nonviolent protester with a baton would probably be accused of excessive use of force, under the argument that the officer probably could have dealt with the situation much less violently. The Top Malaysian Police Brutality In Malaysia, the most popular police brutality was involved Datuk Seri Anwar Ibrahim (DSAI) and Tan Sri Rahim who was then the Inspector General of Police (IGP). In 1998 incident, DSAI was beaten while in police custody by the then IGP Tan Sri Rahim Noor and suffered injuries including on his left eye which has since been referred to the infamous ‘black-eye’ incident. Tan Sri Rahim Noor, later admitted he had assaulted Anwar following a Royal Commission of Inquiry probe in 1999. Under these laws, complaints about excessive use of force must be taken seriously, and investigated by a commission or District Attorney. In fact, as human rights organizations have discovered, many complaints about excessive use of force by police officers are not investigated, and if they are, the finding is usually that the police officer acted appropriately. Only rarely are police subjected to disciplinary action as a result of an investigation. In Malaysia, other than Tan Sri Rahim, I have no heard any policemen being prosecuted due to their brutalities. Many believed that the failure to prevent and act upon police brutality is probably related to the insular culture of police forces. Because police are authorized and in fact expected to use force when necessary, some investigations also find it difficult to fault an officer for acting aggressively in a policing situation. Situations on the street can change rapidly and they are difficult to control, making it easy to justify a use of force which might seem excessive. Some police forces now routinely record all interactions with civilians so that these records can be reviewed in the event of an investigation. In many societies, police brutality and profiling of minorities are closely intertwined. Members of the dominant race, religion, class, or ethnic group are, for the most part, treated with respect by the police, while minorities may find themselves targeted by police officers. The same scenario is experienced by the Indian community in Malaysia. See the letter from HINDRAF here.
Based on SUHAKAM record above, most of the brutality committed by the Malaysian Police were done to get the information or to force the accused person to confess to the crime, or in the case of innocent person to force him/her to confess to the crime that he/she had never done- which aim to close their investigation at shortest time possible! The police must make a reform especially in their interrogation method. The Malaysian Police's interrogation techniques date back to British colonial times. The techniques can be described in three ways. First, coercion, using physical force to make a person submit and confess to false things. Second is persuasion. There will be two faces of the interrogators, one soft and kind, and the other a brutal one. Third is deception. For example, 'If you tell us what you have, or confess, you can be released'. But often, after agreeing to "confess," one will simply be tossed back in jail with the person coerced confession used against her/him.
Malaysian Police must stop brutality and inhumane treatment against your fellow malaysians!
