Good Leader will resign immediately if proven that he/she was under performing like Masing Did.

AG Report for year 2010 indicated that the accountability index rating on financial management performance since 2007 for the Land Development Ministry is the lowest. Second lowest was Kapit District Council.Land Development Ministry is under James Masing whereas Kapit District Council is where he came from.

Whether coincident or not, Masing must take fully responsible for the AG report.

Making promise in the newspaper to look into the matter seriously  alone is not sufficient. Being the responsible leader as per what he always said about himself , he must resign from his post to give way more capable leader to take-up his job and to fix the mess.

To Masing, we urge you to resign from your post immediately!

KUALA LUMPUR, Oct 25 — A RM73.64 million government project — linked to minister Datuk Seri Shahrizat Abdul Jalil’s family — to create Malaysia’s “Beef Valley” has turned into a mess, a federal audit report said.

The Auditor-General’s Report, released yesterday, showed that the National Feedlot Centre (NFC) set up in 2008 in Gemas, Negri Sembilan failed to hit its target of breeding 8,000 cattle last year.

Under the 9th Malaysia Plan, the centre is expected to produce 60,000 cattle by 2015.

“An audit check found production in 2010 was only at 3,289 heads of cattle or 41.1 per cent,” the report said.

The audit was conducted between January and March this year.

Among the reasons cited were the NFC corporation’s poor management including its failure to train 130 farmers for the project, the 5,000-acre farmland in Gemas being overgrown with thorny acacia shrubs, and poor use and maintenance of its facilities.

Auditor-General Tan Sri Ambrin Buang also said the ministry’s initial main operator, Lamberts Agricultural Trade (M) Sdn Bhd, had backed out of the project, a move that contributed to the dismal performance.

The NFC is a joint-venture between Negri Sembilan and federal government through the Ministry of Agriculture and Agro-based Industry (MoA) to commercially produce more beef domestically and cut down import of the meat.

Previous media reports showed the MoA picked a company called Agroscience Industries Sdn Bhd, owned by Shahrizat’s husband, Datuk Dr Mohamad Salleh Ismail, to spearhead the project, under a company called National Feedlot Corporation Sdn Bhd (NFCorp).

Mohamad Salleh is also NFCorp’s executive chairman.

Shahrizat’s (picture) three children, Izran, Izmir and Izzana, also play key roles in the NFCorp, the Malay Mail reported on June 24 this year. Izran is CEO while his brother and sister are executive directors.

The family-controlled beef project is marketed under the label “Gemas Gold” and can be found on the menus of several family-owned restaurants in the Klang Valley.

The audit report also found NFCorp did not finalise the standard operating procedure or implementation agreement in 2010.

It noted NFCorp claimed it could not do so because the government has yet to build an abattoir capable of slaughtering 350 heads of cattle a day.

The audit report said the Treasury completed a study on the slaughterhouse on April 5 this year to be presented to Prime Minister Datuk Seri Najib Razak.

The audit report noted that two factories related to the project have yet to be built, namely the livestock feed factory that was part of the pilot project under the entrepreneur development programme, and a bio-gas factory to process waste from the abattoir and the feedlot into fuel for the farm.

The report stressed infrastructure upkeep as the most important factor for the project’s success and recommended the MoA devise a “Blue Ocean” strategy to boost its cattle breeding production to meet the original 60,000 target by 2015.

Awang Tengah Under Attack

KUCHING – State Second Minister of Planning and Resource Management Awang Tengah Ali Hassan came under heavy criticism from opposition politicians and activists for asking the Auditor General to amend its Annual Report for 2008.
The part of the report which the minister took exception to was the one citing Sarawak along with Kelantan, Pahang and Johor as having poor forest management that led to river pollution, erosion, landslides and destruction of flora and fauna.
The report which also mentioned illegal logging, logging in forest reserves or national parks and poor enforcement as some of the factors responsible has made the Awang Tengah very unhappy.
He then demanded that the report be corrected.

Act of intimidation

Batu Lintang DAP state assemblyman Voon Lee Shan (right) said that reports should be lodged to the police and MACC against the minister for trying to influence the Auditor General to alter xertain parts of his document.
“This is an abuse of power and intimidation against the Auditor General. Reports against the minister should be made to the police and MACC,” he said, pointing out that the AG’s report was based on the principle of authority and accountability. The AG, he said, should be firm and should not be influenced by any quarter.
Padungan PKR state rep Dominique Ng accused Awang Tengah of trying to fiddle with the report.
The AG, he said, has certain procedures and guidelines to follow.
“Unless the Sarawak Government is saying that the reports are without any basis and are wrong, then the minister is questioning the credibility of the AG.
“The Sarawak Government should spend time and effort to find out the truth instead of being in a denial mode. Didn’t they also deny the Penan rape cases?
“They are only trying to cover up wrongdoing,” Ng stressed.
Harrison Ngau, chairman of Sarawak Indigenous Lawyers Alliance (SILA), said that Awang Tengah should not attempt to question let alone dictate how the AG which is an independent body carries out his work.
“If Awang Tengah wants the AG to change or amend its reports on the subject of forest management in Sarawak, other parties such as the native communities who live within or around the logging areas would also want their views to be included in the AG reports.

Why no EIA?

“I would also want to suggest to the AG to look into the reasons why environmental impact assessment study on loggings in Sarawak as required under the Natural Resources and Environment Ordinance was never carried out by logging companies in the state?
“I wish also to challenge Awang Tengah to furnish to the AG copies of all the areas in Sarawak which have been licensed out for logging since 1981 and to reveal the names of the companies granted the licences.
“He should disclose all these to the AG to enable him to also study and annex the maps and the names of the companies in the AG reports so that the public can also make their assessment and give their views to the AG concerning the management of our forest in Sarawak.
“If Awang Tengah is so confident that AG was wrong in concluding that the management of our forests is poor, he should therefore have the courage to disclose all these,” Harrison said.
Sarawak Dayak Iban Association (Sadia) secretary-general Nicholas Mujah called on MACC to investigate Awang Tengah as there seems to be fishy elements on his call on the AG to amend his report.
“MACC must look into Awang Tengah’s motive,” he said.
Awang Tengah, now considered the most powerful minister after Chief Minister Abdul Taib Mahmud, demanded the Auditor General to make correction with regards to its reports on Sarawak’s sustainable forest management.According to the minister, it was misleading and incorrect.

Make necessary correction

“The Auditor General has to make the correction for fear that outsiders may use the report to tarnish the image of the state,” he said, adding that the final report was based on their (AG’s) own interpretation and not based on the reports, findings and comments from the Forest Department.
“If they want the interest and image of the state not to be affected internationally, they should make the necessary correction,” he said.
He said that the National Audit Department had actually requested for comments from the various departments before the AG made the final report.
“But in the final report they simply set aside whatever comments that we have gathered. The Forest Department was even not consulted when the final report was published.
“We do not question their competency on financial management such as how projects are implemented as that is their expertise. But to comment on certain things like sustainable forest management, I don’t think they have the expertise. They cannot come to the conclusion based on their own observation. For instance just because the water is muddy they blame it on illegal logging and pollution. You can’t make that kind of conclusion,” Awang Tengah had retorted.
“If they have the expertise to make the comment, it is okay, but I believe they don’t have it,” he said, pointing out that Sarawak had been practising sustainable forest management since the formation of the Forest Department and had been credited by international organisations, ITTO, and the United Nations.

Awang Tengah in Denial!

Datuk Amar Awang Tengah Ali Hassan yesterday disputed the report by Auditor General Office pertaining to the mismanagement of the forest in the state. According to the Auditor-General's Report of 2008, poor management of forests has led to river pollution, erosion, landslides and destruction of flora and fauna in Kelantan, Pahang, Johor and Sarawak, .

Awang Tengah dispute the report by saying that AG was not qualified to make such report as they were not expertised in Forest Management. He further added that AG only can make a report on accounting and not on forest management.
This is the type of leader that Sarawak can produce, always in denial. The AG report was made based on the audit conducted nationwide. The report to me does make sense. Look at what happened to batang Rejang. The river is getting murky and last year 1000 of fishes were found floated and dead. And the investigation done by NREB found that  the fishes were dead due to the polluted Rejang River as a result of uncontrolled logging upstream.
To Awang Tengah, Please get rid of your denial syndrome and start working to rectify the weakness highlighted by the AG office.
